The signing of the charter agreement for the second definitive FPSO of Mero, in the Santos cluster, is scheduled for 2019. The Libra consortium once again postponed the delivery date of the bidding proposals, postponing the deadline for October 15 , which will probably prevent the completion of the process later this year.
The delivery of the proposals was scheduled for June 29. The postponement followed the same strategy of the two bids for the charter of new FPSOs for the projects of Marlim and Parque das Baleias, both in the Campos Basin. The bidding was launched in early January.
Competitors will have to submit two distinct proposals, one with a higher local content percentage and another with lower requirements, both of which are aimed at topside, hull and engineering. The consortium will give priority to open the proposals with higher local content and only open the others if prices exceed the budget. The analysis of the proposals with lower national content will only be done if no company presents a price within the estimated budget for the service.
The Mero 2 FPSO will have the capacity to produce 180,000 barrels / day of oil and compress 12 million m3 / day of gas. The term of the charter contract will be 22 years and five months and the unit will have to be ready for operation in 2022.
