ANP REDUCES ROYALTIES FOR SMALL ONSHORE PRODUCERS AND DISCUSSES PRODUCTION MEASUREMENT RULES

The National Petroleum Agency (ANP) approved today the reduction of the royalty rate levied on fields operated by small or medium-sized companies. In all, the agency granted a reduction in the charge for 36 fields, located in the states of Rio Grande do Norte (31), Espírito Santo (3), Bahia (1) and Sergipe (1).

Small companies Petrom (Campo de Rabo Branco); Energizzi (Campo de Santana); and Imetame Energia (Lagoa Parda, Lagoa Piabanha and Lagoa Parda Norte fields) will pay a 5% rate.

Potiguar E&P, owned by PetroReconcavo, of medium size, will pay royalties of 7.5% in the following areas: Acauã, Asa Branca, Baixa do Algodão, Baixa do Juazeiro, Boa Esperança, Brejinho POT, Cachoeirinha, Fazenda Junco, Fazenda Curral, Fazenda Malaquias , Jaçanã, Jandui, Juazeiro, Poço XavierLeste, Livramento, Lorena, Maçarico, Pajeú, Pardal, Patativa, Paturi, Poço Xavier, Riacho da Forquilha, Rio Mossoró, Sabiá, Sabiá Bico de Osso, Sibite, Três Marias, Trinca Ferro, Upanema and Varginha.

“The reduction in royalties aims to promote economic attractiveness for small or medium-sized companies, bringing benefits such as extending the useful life of fields and regional socioeconomic development, with the generation of jobs and increased income for states and municipalities”, he said the agency, in a statement.

CHANGES IN OIL AND GAS MEASUREMENT RULES

The ANP also approved this Thursday the holding of a public consultation on the revision of the Technical Regulation for the Measurement of Oil and Natural Gas (RTM). This set of rules was prepared by the ANP in conjunction with Inmetro and defines the requirements applicable to the measurement systems of oil and natural gas production and transportation facilities.

“The purpose of the review is to improve the balance of regulatory costs imposed on companies by measurement requirements, reducing or eliminating determinations, without this generating a metrological risk”, explained the ANP. According to the agency, the main proposed change is the creation of flow categories according to the field’s production characteristics and the reality in which the companies are inserted.

“Thus, low flow measurement systems (such as marginal fields) will have more flexible requirements, reducing regulatory costs for low production fields and increasing the attractiveness of investments in this sector”, detailed the ANP.
