Permanent Offer reaches 740 blocks; ANP promotes changes in the edict

The National Agency of Petroleum, Natural Gas and Biofuels (ANP) approved the inclusion of another 173 exploration blocks and the Juruá field, as an area of marginal accumulation, in the Permanent Offer of areas that can be contracted by the concession model.

– There will then be 740 blocks, 497 on land and 243 at sea, plus three areas with marginal accumulations on land. New areas available include non-auctioned blocks in the 16th round – opportunities in the ultra-deep waters of Campos, Camamu-Almada and Jacuípe, and deep waters of Espirito Santo, Pernambuco-Paraíba.

– The ANP also change the notice and the permanent offer contract. Rules are open for public consultation until January 15; with audience in February and expected to be published in July 2020.

– On royalties, the proposal is to maintain the rate at 10% for areas considered of high potential, such as Campos and Santos deep waters (outside the pre-salt polygon), but to reduce in new frontier and mature basins, considering the geological risk and expected production. Thus, for areas with marginal accumulations, the minimum royalty rate of 5% was proposed.
