1st cycle of permanent offer attracts interest in at least 14 areas

The National Petroleum Agency (ANP) will offer, on September 10, 273 exploratory blocks and 14 areas with marginal accumulations in six sedimentary basins in the country. It is the first cycle of permanent offer of areas, which offer to the market – from the indication of companies operating in the country – blocks and fields that have already been auctioned by the agency.

249 onshore exploratory blocks and 24 offshore blocks will be offered, as well as 14 areas with marginal accumulation. In this bidding model, the ANP offers all exploratory blocks in a sector that received indication of interest by companies. Therefore, we can conclude that the agency received at least nine indications of interest for exploratory blocks, at least six onshore and three at offshore.

Offshore, there is interest in at least two deepwater blocks in the Sergipe-Alagoas Basin and at least one shallow water block in the Campos Basin.

Interest was also expressed in at least five areas with marginal accumulation in the Espírito Santo, Potiguar, Recôncavo and Sergipe-Alagoas basins.

The Potiguar Basin will be the region with the largest number of areas offered. There will be two sectors onshore – SPOT-T2 and SPOT-T4 – with 146 exploratory blocks. In the SPOT-T4 sector, areas with marginal accumulations will also be offered.

The Recôncavo Basin, the cradle of Brazilian oil exploration in Bahia, will have 51 exploratory blocks, and in Sergipe-Alagoas another 35 areas will be auctioned. The onshore auction is completed with 17 areas in the Parnaíba Basin, Maranhão.

Royalty reduction

The ANP has reduced royalties that will be paid if areas have oil discoveries to try to increase the attractiveness of the projects. In mature basins – such as Recôncavo, Sergipe-Alagoas and Potiguar – a 7.5% royalty was established. In new frontier areas, such as the Parnaíba Basin, the charge will be 5%.

Traditionally, in past auctions, the agency applied 10% royalties to all areas – by law, the rate ranges from 5% to 10%.

At sea will be offered 24 exploratory blocks, 15 blocks in shallow waters of Campos Basin and nine blocks in deep waters of Sergipe-Alagoas Basin. All offshore areas will have a royalty rate of 10%.

The ANP enrolled 47 companies in the permanent offer, able to participate in the 1st cycle.
