ANP terminates Petrobras onshore contracts without investments

All areas will be included in the permanent offer of ANP

The board of the National Petroleum Agency (ANP) approved the termination of concession contracts for the fields of Lagoa Branca, Barra do Ipiranga, Rio Barra Seca, Rio Itaúnas Leste, Rio São Mateus Oeste, Mariricu Oeste, Jacupemba and Nativo Oeste, all on land and operated by Petrobras. The decision was made after the company’s request for review of a previous decision by the agency’s board of directors that the company had plans to deactivate the areas because of its inactivity.

Seven of the eight fields that had their concession contracts expired are in the state of Espírito Santo. One of them, the Lagoa Branca area, is in the state of Bahia and was part of the Polo Buracica, in the project of divestitures of terrestrial areas of Petrobras called Topázio. Petrobras, however, canceled the sale of this cluster and no longer put the areas on sale.

“On several occasions the company postponed the stages of the divestment process and consequently pleaded for additional deadlines for its conclusion. The ANP on two occasions granted a term extension to Petrobras. Thus, after more than two years of the first notification, the company – despite having included the majority of the concessions in its project called Topázio – had made available to the market, at the time of the resolution, the so-called teasers . Except for the Lagoa Branca field, which had its disinvestment interrupted by the concessionaire himself, “commented ANP director Dirceu Amorelli.

Now all areas will be included in the ANP’s permanent offer, where the agency is offering for bid mature blocks and fields or land exploration areas. In February, ANP’s board approved the inclusion of 458 exploratory blocks in the Espírito Santo, Potiguar, Recôncavo and Sergipe-Alagoas basins in the permanent offer.

“It’s another step towards increasing the scope of permanent supply. And signaling that these mature fields need to be transferred to interested operators effectively in their production so that they have investments and can resume production. This will benefit local activity, especially in Espírito Santo, “said the director general of the ANP.

Summary of terminated contracts

Barra do Ipiranga

It is about 48 km southeast of the city of São Mateus-ES and in the southern portion of the paleocanion da Fazenda Cedro   . The region has flat topography, with wetland areas and with an average elevation of 3 m above sea level. Access is made by BR-101, towards São Mateus / Vitória (Capital), with entrance on the left at the height of km 87 (praia de Urussuquara).

Rio Barra Seca

It is located in the southern portion of the paleocanion da Fazenda Cedro, about 47 km southeast of the city of São Mateus, Espírito Santo State and 5 km from the coastline

Rio Itaúnas Leste

The field is about 6 km northwest of the municipality of Conceição da Barra, Espírito Santo, and 2 km from the coastline, in an area with a slightly undulating topography and an average elevation of 15 m above sea level. Access is via a junction on the left with the highway connecting BR101 to the city of Conceição da Barra, on approximately 5 km of dirt road. The field is contiguous to the field of Rio Itaúnas

Rio São Mateus Oeste

It was discovered in March 2007 with the drilling of well 1-TAR-01-ES. It is located 4 km from the city of São Mateus (Espírito Santo) and 9 km from the coastline, in an area with a slightly undulating topography, with an average altitude of 25 meters. The access is made by the highway Otovarino Duarte Santos that connects the city of São Mateus to the Balneário de Guriri, at the junction on the right, at the height of the Pedra D’água neighborhood, following the Nativo road.

Mariricu Oeste

It is about 10 km east of the city of São Mateus, Espírito Santo, and 3.1 km from the coastline, in an area with flat topography, generally with two meters of elevation above sea level. The access is made by asphalted road that connects the city of São Mateus, and the BR-101 to the resort of Guriri.

Jacupemba

It comprises a total development area of ​​6.7 km², which is located about 30 km east of the city of Linhares, Espírito Santo, in an area with flat topography, generally with five meters of elevation above the level of sea.

Nativo Oeste

It is about 22 km south of the city of São Mateus and 12 km from the coastline. The region has flat topography, generally with 15 m of elevation above the level of the sea. The access is made by BR-101, towards São Mateus / Vitoria (Capital of the State of Espírito Santo), with an entrance on the left at Km 87 ( Praia de Urussuquara), followed by a land for more than 12 km

More time for divestments

The ANP also granted Petrobras more time to divest in 49 mature fields in land and shallow water that are part of the 254 fields that the agency had determined that the oil company decided to invest or return the areas. Petrobras has informed the ANP that it will sell 183 of the fields, 134 of them by the end of the first half. The 49 other areas receive ANP extension until December 31 to be sold.

Of the 49 fields that Petrobras has obtained the longest extension  to sell, 11 are with production interrupted, according to the ANP itself. Four of them for more than six months.
