Government presents rules of the surplus auction of the Transfer of Rights Assignment

The government has begun the round of meetings with operators to deal with the auction of the Transfer of Rights Assignment surplus. At this stage, no values ​​will be discussed, such as the signature bonus and the Union participation in the production sharing, but present the rules of operation of the auction.

– As it will be an auction of areas that are now 100% contracted by Petrobras in the polygon of the pre-salt, the offer will be in the sharing regime, with a forecast of unitization of the contracts with the areas of Transfer of Rights assignment – the government is calling co-participation.

– Oil companies with profiles to operate deepwater fields (operators A) will attend meetings today and tomorrow in Rio de Janeiro, and Monday and Tuesday in Brasília with representatives of mines and energy and economy ministries, ANP and PPSA . This Wednesday’s meetings are with Equinor, ExxonMobil and Total.

Assignment in the Senate

The tendency is that the government does not insist on the approval of the bill that is processed in the Senate, dealing with the transfer of rights assignment. The government’s strategy is to carry out the auction in the second half of 2019, with the approval of the Federal Audit Court (TCU) and after approval of the agreement with Petrobras for surplus refunds.
