Petrogal, Petronas, Repsol and QGEP will not participate in the 5th pre-salt auction

ANP the final list of companies registered in the last oil auction of the Temer government

Four petroleum companies qualified in the 4th round of pre-salt bids, held by the National Petroleum Agency (ANP) in June, did not express an interest in participating in the 5th pre-salt auction scheduled for the 28th, and which is a continuation of the previous auction. Petrogal, Petronas, Repsol and QGEP are not part of the final list of companies registered by the Special Bidding Commission of the auction announced on Tuesday by the ANP.

The 5th round of the pre-salt was born from the decision of the Court of Auditors of the Union (TCU) to remove blocks S-M-534 and S-M-645 from the March 15th round auction and unify them with the Saturn areas.

The ANP has published the complete list of the 12 companies that will participate in the competition. See below:

On 10th of August, the ANP released a new notice for the 5th auction. The edict was needed after other changes indicated by the TCU, which eventually increased the minimum share of the Union’s oil in the areas of Saturno and Titan. The court ordered a 7.98 percentage point (pp) increase in the Union’s minimum share in the Saturno area and 3.73 pp in Titan. Pau-Brasil was maintained in 24.82% and Sudoeste de Tartaruga Verde in 10.01%.

The pre-salt tender will be the last oil auction to be held in the Temer administrtion. The government is still working to approve the auction of the onerous assignment surplus, but with the legislative recess on account of the election, it is likely that the Senate will only vote on the measure after the October elections. With that, the auction is left for the next government.

The Ministry of Mines and Energy and ANP closed the Temer administration with the accomplishment of two auctions of concession – 14th and 15th Rounds – and four auctions of pre-salt. Two new auctions for 2019 are already approved – 6 pre-salt and 16th Round. Two other concession auctions for 2020 and 2021, respectively the 17th and 18th auctions, are also already approved
