The National Energy Policy Council (CNPE) will analyze the proposal from the National Petroleum Agency (ANP) to carry out four auctions, two pre-salt and two concession, in 2020 and 2021. The auctions are part of the agency’s bidding calendar, which is undergoing its first update.
The proposal of the areas that will be offered in the auctions of 2020 and 2021 was recently approved by the board of the regulatory agency. It was also approved an update of the areas that will be offered in the 16th round of the ANP, expected to happen in 2019. Next year is also scheduled to hold the 6th round of the pre-salt.
If the current plan is maintained by CNPE, the 16th round of the ANP will offer offshore areas in the Camamu-Almada Basins (SCAL-AP1 and AP2 sectors), Jacuípe (SJA-AP sector) and ultra-deep waters outside the pre-salt polygon of the Campos (sector SC-AP4) and Santos (sector SS-AUP5) Basins. The ANP is requesting authorization from the CNPE for the inclusion of new frontier areas in the permanent supply areas and, therefore, must place the areas that would be offered in the Solimões (SSOL-C sector) and Parecis (SPRC-L and O sectors ) Basins in the permanent supply of areas.
The original plan for the 16th round should also be changed for the inclusion in the permanent supply of onshore sectors of the mature Basins of Sergipe-Alagoas, Recôncavo, Potiguar and Espírito Santo.
The 6th round of the pre-salt should offer the areas of Aram, Sudeste de Lula, Sul and Sudoeste de Jupiter and Bumerangue, all in the Santos Basin. The auction is also scheduled for 2019.
Two pre-salt auctions still in 2018
The CNPE meeting takes place two days before the 4th round of the pre-salt, which will offer the areas of Itaimbezinho, Três Marias, Dois Irmãos and Uirapuru in the Campos and Santos Basins. Petrobras has indicated that it will exercise preemptive rights in the areas of Dois Irmãos, Três Marias and Uirapuru in the auction. The company requested the minimum percentage of 30% in each area and if maintained the percentage will have to disburse R $ 945 million.
The Special Bidding Commission of the auction approved the participation of the 16 companies that expressed interest.

The areas of Saturn and Titan, which were declared strategic and unified with blocks SM-534 and SM-645, removed by decision of the TCU of the 15th round of the ANP, held in March, had a signature bonus set at R $ 3.1 billion in the 5th pre-salt auction, scheduled for September 28. In the March auction the SM-534 and SM-645 blocks had minimum bonuses totaling R $ 3.55 billion and the Saturn area, withdrawn from the 4th pre-salt auction, which will take place on November 7, a bond fixed at R $ 1.41 billion.
The ANP also decided to reduce the bonuses set for the areas of Sudoeste de Tartaruga Verde and Pau Brasil, respectively, from R $ 100 million to R $ 70 million and from R $ 1,5 billion to R $ 500 million. The two areas were in the 2nd and 3rd pre-salt auctions and did not receive offers.
