The National Energy Policy Council (CNPE) meets next Thursday to discuss the exploratory blocks that will be offered in the 15th round of concession areas. Also to discuss the 4th pre-salt auction, scheduled for the first half of next year. The ANP board approved this week the indication of another 11 blocks for the auction, closing a total indication of 85 exploratory areas.
The agency suggested separate auctions, with notices and different contracts for onshore and offshore areas. The expectation is for auctions to take place on March 28 and 29, 2018.
The 15th round of the ANP should be the first in years only with new exploratory blocks, which have not yet been offered. The agency intends to implement next year the permanent auction of areas, where all blocks already offered in other auctions and also fields returned will be made available, only new blocks will enter the bidding process.
The ANP maintained the supply of exploratory blocks in the Foz do Amazonas Basin. It will be up to the CNPE to define whether or not it maintains areas in the region. The tendency is for some blocks to be excluded, including areas in Foz.
Recently, IBAMA rejected studies submitted by Total for exploratory blocks drilling campaign held by the company in the 11th round, held in 2013. The licensing process runs from the beginning of 2014, when the company filed the first documents. In August of that year, IBAMA released the reference term for drilling wells in blocks FZA-M-57, FZA-M-86, FZA-M-88, FZA-M-125 and FZA-M127.
For the 4th pre-salt auction, CNPE will analyze the indication of the Saturn, Três Marias and Uirapuru areas in the Santos Basin and the exploratory blocks CM-537, CM-655, CM-657 and CM-709 in the Campos Basin. Bidding is expected to take place in June next year.
