Turkiye targets first offshore wind auction in early 2027

Aug. 17 (splash247.com) Turkiye is set to launch its first offshore wind tender in the first quarter of 2027, marking a starting point to install 5GW of offshore capacity by 2035 and diversify the country’s renewable energy mix.

Energy and Natural Resources Minister Alparslan Bayraktar said that four zones have been identified for development – the Saros Gulf, areas near Gökçeada and Bozcaada in the Aegean, and a site off Edremit.

A draft tender specification for the offshore Renewable Energy Resource Zone (YEKA) auction has been published on the ministry’s website, with comments from investors and industry bodies accepted until August 17.

Bayraktar added that the final rules would be shaped by that feedback and that tender details would be announced in September, ahead of the UN COP31 climate summit in Antalya in November.

“We will announce the tender in September and hold the offshore YEKA auction in the first quarter of 2027,” Bayraktar stated. “We do not see offshore wind merely as a new energy source. We also see it as an area that will make a balanced contribution to our country’s security of supply, support our domestic industry and increase qualified employment.”

The YEKA model, introduced in 2016, allocates large-scale renewable zones through competitive auctions and has been used to award more than 7.8GW of wind and solar capacity, with a further 3.8GW allocated in 2024–25 under an updated framework.

Recent changes have simplified permitting and added incentives such as transmission fee exemptions to attract more bidders.

Turkey’s total installed power capacity now exceeds 125GW, with wind capacity at more than 15GW and solar at over 26GW. The government plans to run at least 2GW of YEKA auctions annually, aiming to lift combined wind and solar capacity to 120GW by 2035.

The first YEKA offshore tender is expected to cover around 1GW, with a 49-year concession and revenue support mechanisms designed to balance investor risk and consumer costs.
