Permanent Production Sharing Offer: ANP to hold public hearing on inclusion of 15 new blocks

Feb. 23- ANP will hold a public hearing on March 13th to discuss the update of the Permanent Production Sharing Offer tender, with the inclusion of 15 new exploratory blocks.

The current tender includes eight blocks (Jade, Ágata, Amazonita, Safira Leste, Safira Oeste, Larimar, Turmalina and Ônix). With the addition of the new blocks (Cruzeiro do Sul, Rubi, Granada, Aragonita, Calcedônia, Cerussita, Malaquita, Opala, Quartzo, Rodocrosita, Siderita, Hematita, Magnetita, Calcita and Azurita), the total will be 23 blocks on offer.

All included blocks have valid joint statements from the Ministry of Environment and Climate Change (MMA) and the Ministry of Mines and Energy (MME), and the draft of the public notice to be submitted to public hearing has already been approved by the MME.

Since the update exclusively contemplates the inclusion of new blocks and the updating of technical-economic parameters, without changes to the rules already established in the current public notice, the public consultation stage was waived. This measure aims to expedite the republication process of the public notice, allowing for a new cycle of the Permanent Production Offer, with a public session still in 2026.

In addition to the 15 blocks included in this update, three other blocks authorized by the National Council for Energy Policy (CNPE) — Mahogany, Dolomite, and Limonite — will be incorporated in a future revision of the public notice. The Mogno block, although already possessing a valid joint statement, is located partially beyond the Brazilian territorial limit of 200 nautical miles, which requires adjustments to the bidding rules to include specific provisions applicable to these areas.

The Limonita and Dolomita blocks require adjustments to their boundaries due to the recommendations contained in Joint Statement MMA/MME No. 01/2026, as well as an assessment of the impacts of these changes on the viability of the technical and economic parameters of the areas. These procedures require a broader review process of the bidding rules, which would make it impossible to hold a new cycle in 2026.

Therefore, in order to ensure the maintenance of at least one annual cycle per contracting regime, the ANP opted for the immediate inclusion of the 15 eligible blocks, with the others to be incorporated in future revisions.
