Brazil Closes 2025 with a Record Number of Exploration Blocks Under Contract

Dec. 23 (PN) The year ends with a new important milestone for Brazil’s oil and gas sector. The country will close 2025 with 433 exploration blocks under contract, the highest number in history, according to data from the National Petroleum Agency (ANP). The best result until then had been recorded last year, when there were 420 blocks under contract.

According to the agency, this progress reflects the signing of exploration and production (E&P) contracts, originating from the 4th and 5th Cycles of the Permanent Concession Offer, whose public sessions were held in December 2023 and June 2025, respectively.

“The increase in the portfolio may boost exploratory activities in the coming years, favoring new discoveries and the expansion of Brazilian oil and natural gas reserves,” stated the ANP.

The agency further added that the issuance of the environmental license and the start of drilling in the FZA-M-59 block in 2025, in the Foz do Amazonas Basin, may also help intensify exploration in the Brazilian Equatorial Margin, a region where significant hydrocarbon discoveries are expected.

In addition, according to the ANP, there was a 90% increase in the number of wells initiated in the exploration phase in 2025 compared to the previous year. In total, there were 19 exploratory wells. The offshore environment stood out for leading in terms of the number of wells initiated, with six in the Campos Basin, three in the Santos Basin, and one in the Foz do Amazonas Basin—totaling ten. In the onshore environment, there were nine wells, all in the Parnaíba Basin.
