ANP 4th Permanent Production Sharing Offer: Registered companies can declare interest in blocks to begin a new cycle

Oct. 29 – The ANP (National Agency of Petroleum, Natural Gas and Biofuels) informs that eight exploratory blocks are available in the Permanent Production Sharing Offer (OPP) tender. Therefore, any of the fifteen companies currently registered in the OPP may open a new bidding cycle by submitting a declaration of interest in one or more blocks, accompanied by an offer guarantee.

Currently, the tender includes the following blocks: Jade, Ágata, Amazonita, Safira Leste, Safira Oeste, in the Santos Basin, and Larimar, Turmalina and Ônix, in the Campos Basin.

In addition to these, two blocks (Cruzeiro do Sul and Mogno, in the Santos Basin) may be included in the tender, as they have been approved by the National Council for Energy Policy (CNPE) and have a joint statement (MME/MMA). The ANP (National Agency of Petroleum, Natural Gas and Biofuels) has already begun the process of including these areas in the OPP (Permanent Production Sharing Offer) tender, which is scheduled for republication in 2026.

Another 16 blocks located in the Santos Basin, approved by the CNPE (National Energy Policy Council), are awaiting joint statements from the MME (Ministry of Mines and Energy) and MMA (Ministry of the Environment) before they can be included in the tender: Rubi, Granada, Aragonita, Calcedônia, Cerussita, Malaquita, Opala, Quartzo, Rodocrosita, Siderita, Hematita, Limonita, Magnetita, Calcita, Azurita, and Dolomita. If these statements are issued during the republication process of the tender, these blocks may also be incorporated into the Permanent Production Sharing Offer.

In other words, the tender currently includes eight blocks, but could reach 26 blocks after the inclusion of all areas already approved by the CNPE.

The opening of a 4th cycle of the OPP will depend on the interest of the companies. Therefore, it is not possible to predict when this new cycle will begin or which blocks will be on offer.

3rd Cycle of the Permanent Production Sharing Offer (OPP) saw five blocks awarded

In the 3rd Cycle of the OPP, held on October 22nd by the ANP (National Agency of Petroleum, Natural Gas and Biofuels), five of the seven blocks on offer were awarded: Esmeralda and Ametista, in the Santos Basin; and Citrino, Itaimbezinho and Jaspe, in the Campos Basin. The signature bonuses for the five blocks, which are fixed and determined in the OPP tender, totaled R$ 103,728,181.09. The projected investments, only in the first phase of the contracts (exploration phase), could reach R$ 451,498,600.00.
