ANP Approves Inclusion of 275 New Blocks in the Permanent Concession Offer


Sept. 23 (TN) The ANP Board of Directors approved the inclusion of 275 new blocks and five areas with marginal accumulations in the Permanent Concession Offer (OPC) notice, located in the Campos, Ceará, Espírito Santo, Parnaíba, Potiguar, Recôncavo, Santos, São Francisco, Tacutu, and Tucano Sul basins.

The new version of the notice, including the approved blocks and areas, will undergo a public hearing on October 9th to ensure market and public participation.

After the hearing, the contributions received will be evaluated, and the final draft will be reviewed by the ANP Board of Directors. Upon approval by the Board of Directors, the notice will be published, and the included blocks will be available for declaration of interest by bidding companies registered in the OPC and for the opening of a future new cycle, with a date yet to be determined.

What is the Permanent Offer?

The Permanent Offer is the main bidding method for oil and natural gas exploration and production in Brazil. Unlike traditional rounds, this model allows for the continuous offering of exploratory blocks and areas with marginal accumulations, located in onshore or offshore basins.

This gives companies the freedom to analyze the technical data of the areas and submit bids at the time they deem most appropriate, without being subject to strict deadlines or specific bidding cycles. This flexibility has made the Permanent Offer an essential tool for fostering the competitiveness and attractiveness of the sector in Brazil.

Registered companies can submit declarations of interest, accompanied by bid guarantees, for one or more sectors of blocks available in the notice. Once this declaration is approved by the Special Bidding Committee (CEL), a new Permanent Offer cycle begins.

Currently, there are two types of Permanent Offer: Permanent Concession Offer (OPC) and Permanent Production Sharing Offer (OPP), according to the contracting regime (concession and sharing).
