Brazil – CNPE approves inclusion of seven blocks in the Permanent Production Sharing Offer

(TN) The National Energy Policy Council (CNPE) approved the inclusion of the Cerussita, Aragonita, Rodocrosita, Malaquita, Opala, Quartzo and Calcedônia blocks in the Permanent Production Sharing Offer (OPP). The blocks are located in the pre-salt layer of the Santos Basin.

Local Content

At the meeting held today, the CNPE also approved a resolution that establishes minimum local content rates for the construction of tankers in Brazil, thus directing investments towards the hiring of national suppliers, encouraging technology transfer, job creation and strengthening of Brazilian industry. With the definition of the minimum local content by the CNPE, the ANP will be responsible for monitoring and measuring compliance with the rates, in accordance with the guidelines established by the CNPE in the new resolution.

Emissions reduction

A resolution was also approved that defines the mandatory annual targets for reducing greenhouse gas emissions for the commercialization of fuels for the period 2025 to 2034 through Renovabio. The overall target is to achieve an 11.37% reduction in carbon intensity in 2034 compared to 2018. The target defined by the CNPE will be broken down by the ANP to fuel distributors, considering each one’s share in the fossil fuel market.

Fuel of the Future

The creation of the Permanent Technical Committee on Fuel of the Future (CTP-CF) was also approved today, which aims to bring agility, transparency and legitimacy to the work required to propose the regulation of several provisions contained in the Fuel of the Future Law (14.993/24). The new law creates national programs for green diesel, sustainable aviation fuel and biomethane, in addition to increasing the blending of ethanol and biodiesel into gasoline and diesel, respectively. The ANP will be one of the bodies that make up the CTP-CF.
