Petrobras launches bidding round to hire consultants for offshore wind projects

On Tuesday (10/22), Petrobras launched tender to hire consultancy services for the preparation of conceptual projects and consultancy services for offshore wind projects. The tender is nationwide, in a closed bidding mode, and will consider the lowest price as a judgment criterion. The competition includes technical due diligence services for onshore and offshore solar and wind renewable generation projects. The opening of bids is scheduled for November 12. The call for tenders does not require local content. The contract will be valid for 745 days, with 730 days for execution, counted from the date stated in the authorization of the services. There is a possibility of extension for the same period.

The notice mentions that the contractual instrument has a term of two years, renewable for the same period, and is intended for projects of medium and high complexity, considering the quality of the projects to be developed as a competitive advantage for the profitability of their parks. Other aspects taken into consideration were the need for project certification, as well as the regulatory uncertainty of offshore wind projects in Brazil, still under analysis in the legislative chambers and regulatory bodies, whose area auctions do not have a scheduled date.

The annexes include the specifications for the performance of consulting services involving the design and preparation of a conceptual project in order to enable Petrobras to participate in auctions or the corresponding process of acquisition of areas for offshore wind farms of the Ministry of Mines and Energy (MME) and/or the National Electric Energy Agency (Aneel), through a consolidated tool in the offshore wind market for design optimization for the implementation of park projects.

The technical specification describes the scope of the contractor and Petrobras, establishing duties and responsibilities in the execution of the mentioned services, as well as the measurement criteria for the items in the Unit Price Sheet (PPU). This list covers everything from the selection of new locations for the implementation of offshore wind farms and the conceptual design of the offshore wind farm, to navigation safety studies, assessment of meteoceanographic conditions, consultancy on energy production and wind measurements, and planning and location of equipment for wind measurement campaigns.

The list also includes monitoring, processing and interpretation of measurements, wind measurement certification services and annual energy production for technical qualification at the Energy Research Company (EPE), in addition to technical support for proposals for auctioning areas for the development of offshore wind farms.

Navigation safety studies, one of the items in the PPU, aim to ensure safety for the construction of wind farms, identifying maritime routes, as well as the types and sizes of vessels on the main traffic routes that affect the selected areas informed by Petrobras for the construction of the farms. Another item is the hazard identification study (HAZID) of the site for construction, operation and decommissioning, indicating the safe navigation distances between the wind farm and its utilities — port, connection points, among others.

According to the notice, the contracting scenario aims to support the development of the offshore wind business aligned with the strategic drivers of seeking a fair energy transition and strengthening access to markets with the search for global leadership in the energy transition, requiring the development of investment projects in their various phases.
