ANP includes 218 blocks of the Equatorial Margin in the Permanent Offer System

(PN) The board of the National Petroleum Agency (ANP) approved the inclusion of 218 blocks from the Equatorial Margin in the Permanent Offer system, under the concession regime. The added blocks are located in the Foz do Amazonas, Pará-Maranhão, Barreirinhas, Ceará and Potiguar basins, in deep and ultra-deep water marine environments.

According to the ANP, the inclusion of these areas increased the number of blocks under study in the Brazilian Equatorial Margin by around 300%, jumping from 71 to 289 exploratory blocks. “This region presents an analogy with recent world-class discoveries of oil and natural gas, made in neighboring Guyana and Suriname, as well as in the basins of the African Conjugate Margin”, detailed the ANP.

The agency concluded by saying that the added blocks are now awaiting an Environmental Opinion and Joint Manifestation from the Ministries of Mines and Energy (MME) and the Environment (MMA) to be included in the notice of the Permanent Concession Offer.

The ANP board also approved the regulatory impact analysis report that aims to improve a resolution (19/2013) that establishes the criteria and procedures for the execution of local content certification activities.

“The ANP identified opportunities for improvement in what is provided for in the resolution in relation to the definition of the “Total Value of the Complete System” of systems of foreign origin without a commercial transaction tax document. The objective is to ensure the application of the method of calculating the local content of deduction in foreign supplies that contain incorporated national components, provided for in the Local Content Booklet contained in Annex II of the Resolution”, explained the ANP.
