Petrobras postpones logistics tender for Libra

 

Petrobras postponed the delivery of proposals for integrated logistic support services for Libra in the Santos pre-salt to May 14.

In the coming days, the oil company will receive suppliers to discuss improvements in the process. Among the problems mentioned by entrepreneurs are the lack of volume assurance during the execution of the contract and difficulties in pricing the services.

According to the announcement, the offers will have to include the provision of a base with mooring berth, back-yard and ground transportation services, as well as support vessels, which may include the provision of air support services.

The idea of ​​the Libra Consortium – also formed by Total, Shell, CNPC and CNOOC – is to replicate the contracting model employed in the North Sea, aiming at reducing total costs.

The base will have to be located in the state of Rio de Janeiro, with mobilization operation scheduled for early 2019. The duration of the contract will be five years.

The expectation is that the bidding will be disputed by at least four groups of companies.

“I know that consortiums are forming, because those who think of going alone will not have any differential in relation to what there is today,” said one industry source.
