Statoil is awaiting the definition of the new regulatory framework for natural gas to move forward with the Pão de Açúcar project, located in the BM-C-33 block in the Campos Basin, according to Anders Opedal, president of the company. The company has already drilled all the wells committed with the ANP and is currently working on the characterization of the reservoir, which according to the executive, is of a special kind of pre-salt.
“We need to understand the reservoir well so we can define the layout of the submarine system and wells of the project, which also includes the findings of Gavea and Seat. It is difficult to go ahead with this project without knowing what the definitions of Gas to Grow program,” said the executive.
The company needs to ensure that there is demand for the power to determine which configuration to use. The executive explained that in Norway, the company is able to put the gas in the pipelines and sell in other parts of the continent, limiting the risk of the business to the price of the product. “In a liberalized market, it’s easier to move forward,” adding that the FEED definition of the project’s underwater layout depends on regulatory definitions. One of the options, for example, is the reinjection of the gas.
Opedal also commented on the imbroglio of the Repetro in Rio de Janeiro. The possibility of canceling the tax regime for the development phase of production in the state increases the risk of current projects and penalizes future projects, says the executive.
Opedal also spoke about the perspectives of local content in future projects of the company in Brazil. According to him, the company is committed to operate in the long term in the country and that the local purchasing policy will be the same as it uses in all its projects. But he said buying locally reduces the risk of ventures.

Carcará and Carcará Norte
The oil company has chartered Seadrill’s West Saturn, which is conducting a drill stem test in the area of Carcará’s discovery. When the operation is complete, the rig will drill an exploratory well in Guanxuma. After this activity, the rig returns to Carcará Norte to make a delimitation well.
The upcoming newfield contracting operations in Carcará are scheduled for 2019. The company starts preparing this year the tender of the subsea and FPSO systems, to put them on the market next year. The oil company has adopted the strategy of early engagement of suppliers, with which it has obtained better results in purchases.
Peregrino II
In the fourth quarter of 2020, the company will start up Phase II of the Peregrino development project, which now produces a total volume of about 70,000 barrels / day of oil. The company intends to put into operation a third wellhead platform in the field in the Campos Basin. The FPSO installed in the area will receive the production of the three WHPs. There are contracting activities planned for phase II of the field this year.
Roncador
Cade approved the entry of Statoil into Roncador. The company hopes to make investments to increase the recovery factor of the field, whose production has been declining for some years.
