BIDDING FOR MAINTENANCE OF 13 PETROBRÁS PLATFORMS CAN BE THE START OF THE RETURN OF THE SERVICES MARKET

May 26, 2017

The bidding launched by Petrobras for the maintenance of 13 platforms is causing the market to move. There are many companies interested in the construction and assembly service for the platforms that are operating in the Campos Basin. This round is being possible because the new contractors will replace Odebrecht Oil and Gas, which is prevented from being contracted by Petrobrás for being on the company’s blacklist.

In July last year, Petrobrás placed on the street a tender for the maintenance of Platforms P-55 and P-66, but ended up in confusion because Odebrecht wanted to participate and was prevented. Odebrecht even went to court to guarantee what it considered its right, because technically, the company linked to the Oil and Gas sector would not be on the blacklist imposed by Petrobrás in Graça Foster Management.

At the time, in December 2004, Petrobras decided to exemplary  punish those who had been summoned in Operation Lava Jato. But for Petrobras, the suspension covered the whole group, so Odebrecht Oil and Gas was also suspended. Odebrecht even tried to join another company and register the name of a consortium, but Petrobrás ended up winning the lawsuit and bidding without it. Vinci won the competition for the lowest price, which was around 180 million reais.

Now, in a very interesting way, Petrobras will give more companies a chance. She divided the competition into four distinct lots. Each company can win a maximum of two lots. Some of the lots are exclusive to each other. The companies interested in the bidding have one month to deliver their proposals. The deadline began on May 20. The first batch has platforms P-52, P-54, P-55 and P-62. The second with the PRA-1 and P-53 units. The P-38, P-51 and P-56 platforms are in lot three. And, closing the competition, lot 4 includes platforms P-43, P-48 and P-50.
