ANP interdicts FPSO Cidade de Santos after verifying serious safety risks on the platform

(PN) The National Petroleum Agency (ANP) decided to interdict the FPSO Cidade de Santos, located in the Uruguá and Tambaú field, in the Santos Basin. The decision comes after agency inspectors found “critical deviations” in the vessel’s facilities. The unit went into operation in July 2010 and is about to enter its decommissioning phase.

In a note sent to Petronotícias today (6), the ANP explained that it carried out an inspection on the FPSO from August 28 to September 1. “During the audit, critical deviations were evidenced (situations of serious and imminent risk to people and/or the environment due to the lack of adequate management of the degradations found)”, detailed the agency.

According to the regulatory body, the following critical deviations were identified: Degradation of the Flame/Fire Detection System; Absence of Deluge System in part of the process plant; Degradation in Pipes; Degradation in Safety Instrumented Function (SIF); Flammable and Combustible Chemical Tanks with Insufficient Relief System; and Low reliability of the Fire Fighting System. Due to these deviations, the ANP decided to ban the platform until the notifications contained in the inspection document (DF) are fully complied with.

The FPSO Cidade de Santos is owned by the Japanese company MODEC and is chartered to Petrobras for the development of the Uruguá and Tambaú fields. The platform is located approximately 160 km off the coast of the State of Rio de Janeiro, in a water depth of 1,300 meters. The FPSO is capable of processing 35,000 barrels of oil per day and has a storage capacity of approximately 700,000 barrels. Although it has an approved installation decommissioning plan (PDI), the unit is expected to end production operations only in January 2024.
