Petrobras and Ocyan Concluded the Negotiations for Decommissioning Services

(PetroleoHoje) Petrobras and Ocyan concluded the negotiations for contracting the decommissioning service for the remaining subsea structures of the FPSOs Cidade do Rio de Janeiro, Cidade de Rio das Ostras and Piranema.

The final price agreed was below US$ 900 million, compared to the original value of US$ 960 million, which resulted in the supplier having the best proposal.

Petrobras and Ocyan are expected to sign a contract in March. The negotiations between the companies were concluded in January.

In December, PetróleoHoje anticipated that Ocyan had presented the best price in the bid, and recently, on January 14, the bidding commission released the result of the classification and the list of the other six companies that also competed in the tender – Empresa Construtora Brasil, Practice Engineering, Lotus ICT Empreendimentos, FirstOil Practice Offshore, Superbraco Serviços Marítimos and AES Union do Brasil.

The tender is in the administrative appeal phase. Sources anticipated that there is at least one appeal request already placed.

Ocyan will have a period of five working days to present clarifications regarding the appeals. After this period, Petrobras will have five working days to position itself.

The service will be directed to the Campos and Sergipe basins, and the three FPSOs have already been demobilized from the projects. The contract requires the acquisition of engineering, preparation, removal and disposal (EPRD – Engineering, Preparation, Removal, and Disposal) services for the decommissioning of the subsea systems belonging to the three production units.

The service will include the decommissioning of 21 wells and 274,168 meters of flexible lines and other equipment, with a total term of two and a half years. The program includes 10 wells in the former area of ​​FPSO Cidade do Rio de Janeiro, with 132,789 meters of flexible lines, nine remaining wells of FPSO Piranema, with 120,195 meters of lines, and two wells in the former area of ​​FPSO Cidade de Rio das Ostras, with about 21.1 thousand meters of lines.

The tender notice was launched in August 2021.
