Bolsonaro appoints José Gutman as first replacement for ANP board

President Jair Bolsonaro last Friday (31) appointed executive secretary of the National Petroleum Agency (ANP) José Gutman as the first replacement in the event of a vacancy on the board of the regulatory body. The triple replacement list was instituted in the new General Law of Regulatory Agencies, sanctioned by Bolsonaro himself last year, and aims to prevent the body from being unable to make decisions due to lack of directors.

José Gutman was the first ANP career official to hold the position of director of the regulatory body. He was on the agency’s board of directors between 2013 and 2017. He holds a degree in electrical engineering from UFRJ (Federal University of Rio de Janeiro), a master’s degree in Energy Planning (Coppe / UFRJ) and a specialization in Regulation Economics from the Institute of Economics at UFRJ.

The triple list for the ANP also includes Marcelo Castilho, current Development and Production superintendent, as second substitute, and Raphael Moura, Operational Safety and Environment superintendent, as third substitute.

Earlier this month, the director general of the ANP, Décio Oddone, announced that he will step down before the end of his term, scheduled for December this year. He agreed with the government, however, that he would leave after a replacement was appointed.

Bolsonaro also indicated the triple list for replacing Aneel directors. José Rezende Ferraz, current superintendent of Economic Regulation and Market Studies, is the first replacement appointed by the President of the Republic for the agency.

Christiano Vieira da Silva, superintendent of Regulation of Generation Services, and André Ruelli, superintendent of Administrative Mediation, Sectorial Ombudsman and Public Participation, were nominated as second and third substitutes, respectively.
