Permanent Offer starts with 89 onshore blocks and 59 offshore blocks

The ANP made available for a Permanent Offer the bidding document and the contract draft, 148 exploratory blocks in eight sedimentary basins, 89 of which are onshore and 59 offshore. There are 64 blocks in a new exploratory frontier, 36 in high potential areas and 48 mature ones.

The Recôncavo Basin, the pioneer in Brazil for oil production, is the region that will have the largest number of exploratory areas in the start of the permanent supply, with 48 blocks, 22 blocks in the Paraná Basin – still without production – and another 18 in the Parnaíba Basin.

In the offshore front, the Campos Basin, with 20 exploratory blocks in shallow water, is the largest area supplier. Blocks are also available in the Sergipe-Alagoas (14), Ceará (11), Santos (8) and Potiguar (6) Basins.

The SEAL-M-571 block, in the deep waters of the Sergipe-Alagoas Basin, is the area with the highest minimum bonus of the auction, no less than R $ 56 million. The block was in the 14th round of bids, held in September last year, but did not receive an offer.

The Permanent Offer consists of the continuous supply of fields returned (or in the process of being returned) and of exploratory blocks offered in previous tenders and returned to the agency. The schedules of the bidding of the Permanent Offer will be initiated with the approval of an offer guarantee accompanied by a declaration of interest presented by a registered bidder.

The board of directors of the agency voted a Special Bidding Commission in charge of the permanent offer. The members will be:

. Renato Lopes Silveira, Superintendent of Exploration, Chair of the Committee;

. Marina Abelha Ferreira, Advisor to the Executive Board II, vice-chair;

. Felicíssimo Cardoso Neto, from the Superintendency of Financial and Budget Management

. Isabela de Araújo Lima Ramos, Federal Prosecutor;

. Clarissa Brandão Kowarski, Professor and Coordinator of the Postgraduate Program in Constitutional Law at the Faculty of Law of the Federal University of Fluminense (UFF) and researcher at the Faculty of Law of the University of the State of Rio de Janeiro (UERJ), representative of the public;

. Luciana dos Santos Nunes, Master of Science in Energy Planning by the Federal University of Rio de Janeiro, as representative of public.
